Eden Industries has announced that their patch for Citizens of Earth "Wii U and 3DS" is finished and will be releasing soon, possibly as early as tomorrow! In response to us asking them what the patch will fix/change this is what the developer had to say:

It's about time! Now I'll consider downloading Citizens of Earth once the patch goes live.

With their sale going on currently and now a patch to fix the problems, I'll probably pick this up. The reviews mostly complained about the bugs and said it was good otherwise.
