Well, not everybody in Wyrmaria can be called a "dragon", per se; it's usually only those with the highest percentage of dragon DNA who are considered to be dragons. But nobody has 0% dragon DNA, which makes Drey unique.

Well, I wrote the origin story of Wyrmaria last night, and it's changed slightly: dragons didn't "breed into" the other races; rather, the Celestial Beings enchanted the altosians and sopranans with the essence of dragonkind in order to stop an imminent war between both races. The enchantment backfired, though, enchanting everybody in the world, including orcs, elves, gnomes, halflings and dwarves. So everybody has dragon essence rather than dragon DNA, but it's more-or-less a similar thing.

Ordinarily, no. However, he has been granted a special means of manifesting sorcerer powers as a way to help him better conceal his identity (sorcerers gain their powers from having a certain amount of dragon essence, so somebody who didn't have any would, logically, be without magic).
